Navigating the Procurement Process
Navigating procurement requirements can be a complicated process, with a growing number of regulations to adhere to; and uncertainty over what form of legal agreement or process to use. This session provides guidance to help local councils through this process. It enables participants to implement effective procurement; - including when and how to go to tender. It also outlines how to develop simple legal contracts and robust written-agreements.

VAT Partial Exemption
For clerks, finance staff and councillors of councils that lease or hire out land and buildings (such as village halls, community centres, meeting rooms or markets), who need to understand when their council is at risk of not being able to reclaim VAT. The aim of this course is to give participants the tools and confidence to deal with difficult or challenging behaviour in their council. We will look at ways of trying to understand why the other person (or people) may be being challenging, ways of assessing the issues and considering techniques to resolve these situations. There will also be an opportunity to share ideas with other course participants through applying the skills to real life scenarios.

Latest Updates in Planning
The planning system is being remodelled by the new government to help achieve its objectives for housebuilding, economic development and mitigating climate change. A new version of the National Planning Policy Framework was published in December 2024 and measures contained in the Levelling Up and Regeneration Act passed in 2023 to speed up plan making are now being implemented. Devolution and local government reorganisation will shake up the relationship between parish councils and upper tier authorities. All of this will have an impact on the way local plans are made, planning decisions are taken and on the role of neighbourhood plans. Suitable Audience The course is aimed at councillors and council staff who have some familiarity with the current planning system and want to keep up to date with the way that it is going to change as a result of new legislation and government policy. Topics include how to manage performance through objectives and standard setting and understand how appraisal meetings fit within a performance management system.
