Our council and the role:
West Tytherley, Frenchmoor and Buckholt PC is a small council, with an annual precept of £15,500. The council has a recreation ground with a pavilion and a play area. There are no allotments. The village hall is owned and managed separately from the council, but we have good relations with the village hall committee. We have an adopted Neighbourhood Plan, jointly with West Dean Parish.
The opportunity to split into two roles: Clerk and Financial Officer can be considered.
Duties will include:
- Managing council meeting agendas and producing minutes
- Maintain the cash book and accounts (receipts and payments) and producing bank reconciliations. (The opportunity to split the role into Clerk and Financial Officer can be considered).
- Advising councillors on proper procedures and practices
- Managing the recreation ground and play areas including safety and riosk maangement
- Responding to planning applications
- Managing council communications including the web site.
The ideal candidate will have/be:
Essential
- Cash accounting and basic financial skills (The opportunity to split the role into Clerk and Financial Officer can be considered)
- Use of Excel, Word and Outlook
- Literacy, able to produce clear concise minutes following proper local council guidelines
- Self motivated, ability to work unsupervised
- Administration skills, filing, managing action lists, responding to public queries (mostly email)
- Willing to work to ILCA and FiLCA qualifications
- People skills, supporting elected members, public facing
- Clean driving licence

This is an ideal role for a clerk looking to expand their hours, perhaps as a second council.
For new clerks, training and mentoring will be available. The council will consider splitting the role into Clerk and Financial Officer.
