Office Based.
Wellow Parish currently has 11 Councillors and has a dedicated office at Wellow Village Hall. The Council holds monthly meetings on the first Monday of each month apart from August.
We have a recreation ground with play area and a sports ground. Sporting facilities in Wellow include cricket, tennis, football and pétanque. The Parish also owns a burial ground. There are no allotments. The Parish has an adopted Neighbourhood Plan.
Salary:
Salary offered is NALC Pay Scale SCP 25 – 30, £32,020 - £36,298 pro rata (depending on qualifications and experience).
Hours:
The post is Office based in West Wellow, 20 hours per week, Monday to Thursday 9.00 am – 2.00 pm, including one evening meeting per month (usually Mondays).
The Clerk/RFO is supported by an Admin Assistant who works 12 hours per week.Our council and the role:
We are seeking an enthusiastic, easy going and flexible person who enjoys integrating with the local community and is keen to promote Wellow Parish going forward. The position includes the overall administration, support and advice for all of the Council’s activities and managing of the Council’s financial affairs.
For new Clerks, training and mentoring will be available

Duties will include:
Specific Responsibilities
1. To ensure that statutory and other provisions governing or affecting the running of the Council are observed.
2. To ensure that the Council's obligations for Risk Assessment are properly met.
3. To prepare, in consultation with appropriate members, agendas for meetings of the Council and Committees. To attend such meetings and prepare minutes for approval.
4. To attend all meetings of the Council and all meetings of its committees and sub-committees.
5. To receive correspondence and documents on behalf of the Council and to deal with the correspondence or documents or bring such items to the attention of the Council. To issue correspondence as a result of instructions of, or the known policy of the Council.
6. To deal with all aspects of administration in connection with the Parish Council’s Burial Ground.
7. To receive and report on invoices for goods and services to be paid for by the Council and to ensure such accounts are met. To issue invoices on behalf of the Council for goods and services and to ensure payment is received.
8. To supervise any other members of staff as their line manager in keeping with the policies of the Council and to undertake all necessary activities in connection with the management of salaries, conditions of employment and work of other staff.
9. To monitor the implemented policies of the Council to ensure they are achieving the desired result.
10. To act as the representative of the Council as required.
11. To prepare, in consultation with the Chairman, press releases about the activities of, or decisions of, the Council.
12. To attend training courses or seminars on the work and role of the Clerk as required by the Council.
13. To continue to acquire the necessary professional knowledge required for the efficient management of the affairs of the Council.
THE ROLE OF THE RESPONSIBLE FINANCIAL OFFICER
1. Makes sure that the Council is accountable and complies with legislation.
2. Provides the financial information which the Councillors need in order to make sound budget decisions.
3. Prepares the financial information which the Councillors need in order to make sound budget decisions.
4. Prepares the draft budget giving figures for last year, the current year and next year.
5. Completes the precept request.
6. Keeps the financial records, including a receipts and payments account which is regularly balanced and reconciled with bank statements.
7. Provides the Council with financial management reports to help the Councillors monitor income and spending against the Council’s budget.
8. Makes the records available to the internal auditor.
9. Works with the Council’s Finance Committee to prepare the end-of-year accounts and in liaison with the internal auditor presents the annual return and the accounts to the Council.
10. Signs the statement of accounts on the annual return.
11. Manages all financial procedures including insurance.
The ideal candidate will have/be:
- Good financial skills
- Use of Word and Excel
- Willingness to learn the Parish Finance package (training will be given)
- Literacy, able to produce clear concise Minutes
- Administration skills, filing, prioritising, responding to public queries (mostly e-mail)
- People skills, supporting Councillors, public facing
- Clean driving licence
