Our council and the role:

Horndean Parish Council is seeking to appoint an experienced, knowledgeable and proactive Responsible Finance Officer (RFO) to manage and oversee the Council’s financial matters and ensures the Council always has an accurate, up to date overview of its financial position at any given time.

Based in Horndean itself, with a population of around 13,500, a precept of just over £538,000 for 2026/27 and an annual budget of just over £625,000, it is a town which is expanding and with excellent facilities and aspirations to ensure the very best services and facilities are provided for its residents and visitors.  There are also a number of projects which the Council wishes to undertake over the next year or so, as well as advise on, and drive, the increasingly likely devolution programme and opportunities within Hampshire as a result of Local Government re-organisation.


Duties will include:

The RFO will lead on managing the Council’s financial and associated responsibilities, working closely with and alongside the Parish Clerk as a part of the senior management team, manage a staff member directly whilst also act as the primary link and advisor to the elected Councillors in all matters financial.


    The ideal candidate will have/be:

    Applicants must be able to demonstrate that they have relevant experience and knowledge – a track record of managing budgets of up to £750k p/a, a commitment to public service, be motivated, proactive in approach, and possess sound managerial, communication and organisational skills.

    Candidates should ideally have a knowledge of local government law and procedures, or at least a desire to learn quickly, as well as a sound knowledge and awareness of financial budget management, all supported by suitable experience and qualifications.

    Attendance at evening meetings and weekend events may be required, for which time off in lieu will be granted.  Horndean Parish Council is committed to Equality of Opportunity and actively welcomes applications from all sections of the community.  A relocation package may be negotiated for the right candidate.
