The new Clerk/RFO's salary will be based on qualifications, skills and experience but will be assessed using the 2024-25 National Association of Local Council’s Salary Scale LC1 SCP 13 to LC2 SCP 23 which is £14.60 - £17.29 per hour. The successful candidate would be enrolled in the Local Government pension scheme.

Our council and the role:
Oliver’s Battery is a small Parish on the edge of Winchester in Hampshire with seven councillors. We meet on the first Tuesday of every month. We have a recess during the month of August.
The new Clerk/RFO will be required to work primarily from home. The Council will provide a Laptop, Printer and external hard drive for the sole use of the Clerk/RFO. We also provide a subscription to Microsoft 365.
This post includes overall administration, support and advice for all of the Council’s activities, including managing the Council’s website and managing the Council’s financial affairs (see Job Description and Person Specification for details).
While there are separate specific requirements for Clerk and RFO, the current post holder has carried out both these roles, and the Council are seeking someone who can continue this arrangement. A planned transition period will allow for a comprehensive handover of duties.
Duties will include:
- Administration: The Clerk provides guidance and advice on governance, ethics, and procedures. They are also responsible for ensuring that the Council conducts its business legally.
- Managing finances: The role includes the Council's Responsible Financial Officer (RFO). This includes accounts, budgets, reports, and audits.
- Meetings: The Clerk prepares agendas for Council meetings and ensures that meeting papers are ready. They also record meeting minutes accurately.
- Implementing decisions: The Clerk is responsible for implementing the Council's decisions.
- Managing the Council's website: The Clerk ensures that the Council's website is accurate and up to date.
- Liaising with other councils: The Clerk liaises with the District, County and neighbouring Parish Councils
- Ad-hoc requirements based on the needs of the Parish
The ideal candidate will have/be:
Essential: Strong administrative skills, IT literate, good communication skills, attention to detail for maintaining accurate records, ability to work independently as well as part of the Council, experience with managing accounts.
Desirable: Parish Council Clerk experience. Parish Council Clerk qualifications. An understanding of Local Government in England.
