Although the role is primarily office based, occasional home working can be accommodated. 

Salary:

Salary dependent on experience.

Hours:

Five hours per week.  Attendance required at quarterly finance meeting, along with other meetings occasionally.

Our council and the role:

Four Marks Parish Council is currently seeking a part time RFO to work five hours per week.  The successful candidate will work alongside the Clerk and Assistant Clerk and fulfil the financial aspects of Council management.

Duties will include:

The Responsible Financial Officer will prepare and maintain the accounts and other financial records of the Council (including those related to VAT) in accordance with all statutory/accounting and audit requirements.  They will also be responsible for the following:

  • - Paying and processing all invoices and receipts.
  • - Grant applications where necessary
  • - Preparing the annual budget for consideration by the Council in consultation with the Clerk.
  • - Ensuring that financial management systems of controls are in place.
  • - Preparation of financial reports for each meeting.
  • - Ensure that insurance for Council facilities is in place.
  • - Ensure that an annual risk review is in place (in consultation with the Clerk)
  • - Cemetery management.
  • - Prepare and review asset register annually (in consultation with the Clerk)

    The ideal candidate will have/be:

    The ideal candidate will have experience in a previous financial role and be familiar with financial management of Council business. The Council uses ‘Scribe’ software and so experience with this software package is desirable.

    Full training will be given along with a detailed handover from the current RFO.  There will be opportunities to attend training as and when there are relevant courses.

    The working hours and place of work can be flexible, which may mean that this could be suitable for someone who has another role.
