NJC 25 (£36363 FTE) depending on qualifications/experience

Hours:

37 hours per week (including occasional evening meetings)

Our council and the role:

The Council is seeking an individual with the skills and experience to be the Executive Officer to act as the strategic lead delivering the Councils objectives and priorities. Ensure compliance with statutory responsibilities and provide independent, objective and professional advice and support.

The successful candidate will be, enthusiastic, energetic, and confident, with the ability to:

  • Manage a team of employees
  • Serve as the Council’s principal policy adviser to support the delivery of high-quality services in line with Council policy, statutory obligations and approved budgets.
  • Provide effective managerial leadership to support service development and delivery, while representing and promoting the Council locally and regionally.
  • Advise the Council’s leadership on policy matters and strategic options.
  • Ensure that legal, statutory and other provisions governing or affecting the running of the Council are observed
  • Work effectively with members of the public, elected representatives, and key stakeholders.
  • To attend Parish Council and Committee meeting, held usually in the evenings

Duties will include:

Legal

  1. Ensure the Council complies with all current legal and statutory requirements.
  2. Ensure the Council meets its insurance obligations in relation to assets and operations.
  3. Act as the Council’s representative and ensure that all activity remains compliant with current legislation.
  4. Arrange and record training for staff and councillors to ensure compliance with relevant legislation.
  5. Actively manage the Council’s and Charities land and amenity assets to optimise revenue and enhance local community value.

Meetings and General Administration

  1. Receive and process correspondence, documents and reports, and refer items to the Council as appropriate.
  2. Monitor Council activity, reporting as required and obtaining advice from relevant professional bodies where necessary.
  3. Monitor and progress Council policies and resolutions to ensure they deliver agreed outcomes and value for money.
  4. Represent the Council when required.
  5. Prepare agendas and minutes for parish meetings, attend meetings and implement actions arising from decisions.
  6. Support the Council in communicating with the public through newsletters, social media and local press.
  7. Advise and support the development of Council policies and provide the information necessary for effective decision-making.
  8. Attend conferences, meetings and training relevant to the role, including those organised by the Association of Local Councils, the Society of Local Council Clerks and local clerk networks, as required.
  9. Manage and develop the Council’s IT systems and website.

Staffing and Personnel

  1. Provide day-to-day and strategic management of staff to ensure compliance with current employment legislation and Council procedures.
  2. Lead the design and implementation of a performance management framework and appraisal scheme that supports staff professional development.
  3. Maintain accurate records of staff working hours, leave and absence for reporting purposes.

Strategic Oversight

Delivering the Council Strategy and communicating with residents and customers that utilise the council services, this includes Allotments, Cemetery and open spaces


    The ideal candidate will have/be:

    Educated to GCSE, or equivalent NVQ Level 3 qualification in English & Maths or equivalent work-based experience.

    Once appointed work the opportunity to work towards achieving the Certificate in Local Council Administration (CiLCA)

     Be proficient in Microsoft 365. Organised and motivated to achieve deadlines

    Competent in using IT systems (including word processing and spreadsheets) with good general IT awareness including using the Internet, websites and social media.

    General understanding of Health & Safety requirements for the Council and the public.

    Able and willing to work evenings as required.
