Salary:

Salary dependant on experience but circa £17 per hour.

Hours:

12 hours a week, working from home with flexibility when the hours are worked. The council has 7 councillors and meetings alternate between Ecchinswell Village Hall, and Bishops Green Village Hall, and are held on the second Wednesday of the month, with no meeting in August.

Our council and the role:

Ecchinswell, Sydmonton and Bishops Green Parish Council is a small council in North Hampshire, with a precept £21000 in 2026/27, meeting approximately 11 times per year. We are seeking a motivated and organised individual to serve as Parish Clerk and Responsible Financial Officer. This is a key role ensuring the smooth running of the Council’s business, compliance with statutory requirements, and effective communication with the community.

Duties will include:

Prepare Agendas and Minutes for Council meetings
Advise the Council on governance and legal compliance
Manage correspondence and maintain accurate records
Act as Responsible Financial Officer (RFO)
Monthly payroll on Basic Tools
Line manager to litterwardens
Monitor budgets, prepare financial reports, and ensure audit compliance
Maintain the Council’s website and noticeboards
Serve as the first point of contact for parishioners and external bodies
Support community projects and initiatives

    The ideal candidate will have/be:

    Strong administrative and organisational skills.
    Excellent written and verbal communication.
    Ability to work independently and manage time effectively.
    IT proficiency (Microsoft Office, email, website management).
    Financial management experience (desirable).
    Knowledge of local government procedures (desirable).
    CiLCA (desirable).
