Location:
Working from home, except for attending meetings within Otterbourne parish or as required to represent the council.
Salary:
SCP 15 – 25 £15.56 - £18.85 per hour (depending on experience) £20,024-£26,363 pro-rata based on 37.5 hours per week.

Our council and the role:
Otterbourne is a community of 620 households with a Precept of £46,500 for 2026/27. The Council has nine members and meets seven times per year on the evening of the third Tuesday of the month. As Clerk, the role is to ensure the smooth running of the Council’s business, compliance with statutory requirements and policies and the effective communication with councillors and the community. The role as RFO is to manage the Council’s financial matters and to ensure risk assessment and financial policies are met.
Duties will include:
- Preparing Agendas and Minutes for Council meetings
• Advising the Council on governance, formation of policies risk and legal compliance
• Serving as the registered office and point of contact for parishioners and external bodies
• Managing correspondence, maintaining the Council website and notice boards
• Supporting Council members, communicating with local authorities and other
organisations
And as the Responsible Financial Officer (RFO)
• Ensuring the effective management of the Council’s resources
• Managing financial and associated responsibilities
• Maintaining the accounts, monitoring budgets, preparing financial reports
• Ensuring the Council meets its risk assessments and audit compliance
The ideal candidate will have/be:
Strong administrative, communication and organisational skills
Ability to work independently and manage a variable workload effectively
Strong numerical and IT skills in Microsoft Office, email and website management
Financial management experience
Knowledge of local government planning matters and procedures
A CiLCA qualification or be prepared to study for the qualification
