Home and office based.
Working from home the position requires attendance at 6 evening meetings per year, the Annual Parish Meeting, and at other meetings arranged as necessary throughout the year.Salary:
Salary will be based upon the National Association of Local Council’s salary scales depending on qualifications and experience. This ranges between £28.1k to £30k per annum Full Time Equivalent or for CILCA qualified candidates £30.5k to £33.3k pa FTE. The RFO/Clerk’s pay scale would be incremented annually (up to the maximum in each band) subject to acceptable performance.
Hours:
This is a part- time post with working hours varying from week to week but averaging around 5½ hours per week. You will be paid for 316 hours of work per year, comprising 282 hours worked and 34 hours holiday. The number of hours worked in any week will vary according to the requirement of the role at that time.
Our council and the role:
Crawley is a small rural parish just outside Winchester with 5 councillors. The annual precept is £21000. Responsibilities include the recreation ground, playground, pond and burial ground.
Duties will include:
- Managing council meeting agendas and producing minutes
- Maintain the cash book and accounts (receipts and payments) and producing bank reconciliations
- Advising councillors on proper procedures and practices
- Responding to planning applications
- Managing council communications including the website
- Deal with telephone and written correspondence
- Prepare documents for annual audit
- Pay suppliers
The ideal candidate will have/be:
- Use of Excel, Word and Outlook
- Good written and verbal communication skills, able to produce clear concise minutes following proper local council guidelines
- Self-motivated, ability to work unsupervised
- Relevant Local Government qualifications / experience an advantage but not essential
What we offer you in return:
- An average of 5.5 hours per week, flexible hours.
- Salary will be dependent upon ability and experience. The lowest starting pay band is SCP 13
- Home allowance of £26 a month
- Pay scale incremented annually (up to the maximum in each band) subject to acceptable performance.
